County to consider eliminating off-road staging permits
SAN BERNARDINO • Off-road vehicle riders in San Bernardino County may win a three-year battle over a hotly contested ordinance on Tuesday, when county supervisors consider shedding a permit requirement for large groups.
In 2006 the county Board of Supervisors approved the Ordinance 3973 to regulate off-road riding in unincorporated county areas. The ordinance included a controversial requirement to obtain a permit and pay a $155 fee for 10 or more riders staging, or setting up a home base or camp, whether it be on public or private property.
Now, 1st District Supervisor Brad Mitzelfelt said he firmly supports amending county policy to drop the staging permit. Few permits have been sold over the past few years, and the county has responded to about a dozen complaints in more than three years of riders staging without the permit, according to David Zook, chief of staff for Mitzelfelt.
