City Council set to meet on election night

While many Hesperia residents are home monitoring election results, the City Council will be taking care of business at City Hall tonight.

The council will discuss a $721,310 increase to the Ranchero Road and Interstate 15 interchange project for additional construction support services by Parsons, an engineering group.

Some of the additional costs include various meetings between the city, San Bernardino Associated Governments and Caltrans; a biological survey; and the relocation of easements as it relates to electrical lines.

Groundbreaking on the $60 million interchange project, which is part of the Ranchero Road Corridor project, is slated for the end of November. Construction should take 18 to 24 months to complete.

The council will discuss a three-year contract, not to exceed $150,000, with Data Ticket, Inc. in order to collect enforcement fees in the areas of parking and administrative citations, building and safety violations, police multiple response fees and cost recovery.

Beside conducting its own collections, the city contracts with two organizations to handle the collection job at a cost of nearly $60,000 a year, with much of the collection coming in over time through fees which are attached to property tax bills and DMV registration.

The new contract, with the Newport Beach-based company, should increase recovery and assign responsibility of payment more effectively, a city staff report states, since the approximate rate of collection is only 15 percent annually.

The construction agreement for work on fire station 301 will also be discussed during the meeting.

Seven contractors bid on the project with the low bid coming in at $5.6 million by Hesperia based R.I.C. Construction, Inc.

But the company withdrew its bid, and the project will now fall into the hands of Hamel Contracting Inc. out of Murrieta with a cost of $5.9 million.

The project is expected to take approximately one year to complete, with a groundbreaking planned before the end of 2012.
