Report: California tops in taxes, regulation and job losses

Among the 50 states, California ranks at or near the bottom in such categories as personal income tax, personal capital gains tax, gasoline and diesel taxes, per capita state and local government expenditures, per capita state and local government debt and highway cost effectiveness, according to a recent study.

The study by the Small Business and Entrepreneurship Council also ranks California 46th in business friendliness as measured by 44 different tax and public policy issues.

The SBEC has also reported that California suffered the greatest loss of jobs and businesses of all sizes during the recession.
